VAT Rates Across Europe in 2026

The European Union requires all member states to maintain a minimum standard VAT rate of 15%. In practice, rates range from 16% in Luxembourg to 27% in Hungary. Most countries also offer reduced rates for essential goods like food, medicine, and books.

Recent Rate Changes (2025-2026)

Several countries adjusted their VAT rates recently. Estonia raised its standard rate from 22% to 24% in July 2025. Romania increased from 19% to 21% in August 2025, consolidating several reduced rates to 11%. Finland raised its standard rate to 25.5% in September 2024. Germany moved restaurant food from the standard 19% rate to the reduced 7% rate in 2026.

Understanding VAT for Freelancers

If you sell services or goods across EU borders, understanding VAT is essential. The One Stop Shop (OSS) simplifies cross-border VAT compliance by allowing you to register in one EU country and report all EU sales through a single return. The €10,000 threshold determines when you must start charging destination-country VAT rates for B2C sales.

Frequently Asked Questions

How do I calculate VAT?

To add VAT, multiply the net amount by the VAT rate (e.g., 19% = 0.19) and add it to the net amount. For example, €1,000 net + 19% VAT = €1,000 + €190 = €1,190 gross. To remove VAT from a gross amount, divide by (1 + rate): €1,190 / 1.19 = €1,000 net.

What is the standard VAT rate in the EU?

EU VAT rates vary by country. The lowest standard rate is Luxembourg at 16%, the highest is Hungary at 27%. The EU average is approximately 21.8%. All EU member states are required to have a minimum standard rate of 15%.

What are reduced VAT rates?

Reduced VAT rates are lower rates applied to essential goods and services like food, books, pharmaceuticals, and public transport. Each EU country sets its own reduced rates within EU guidelines. Some countries also have super-reduced rates (below 5%) and zero-rated categories.

Do I need to charge VAT on international sales?

For B2B sales within the EU, the reverse charge mechanism applies — the buyer accounts for VAT in their country. For B2C cross-border sales, you charge the destination country's VAT rate if you exceed the €10,000 EU-wide threshold. For exports outside the EU, goods are typically zero-rated.

How often are VAT rates updated?

VAT rates are set by national governments and can change at any time. Recent changes include Estonia increasing to 24% (July 2025), Romania to 21% (August 2025), and Finland to 25.5% (September 2024). We update this calculator quarterly from official government sources.
